Konkrétní připomínky a dotazy k práci:

The submitted thesis deals with a very relevant subject of the European Public Health Policy and its positioning in the European Social Pillar. The proposed structure is conventional. Author sets a goal of the thesis at the very end of the intro, where she states that the health policy will be analysed and linkages to the Social policy will be sought. No further methodology is indicated. The first part is very descriptive and firstly focuses on the developments of the European integration process, 1.2. focuses more on the terminology, 1.3. describes competences of the EU in the health policy. This order seems to me not very logical, as terminology shall be explained first. Second chapter offers a literature overview on the research subject, further describes competences of the EU related to different areas of public health. Third chapter is synthetical, seeking a role of the EU in the context of the public health. The overall quality of the thesis is poor, mainly due to huge disbalance between the descriptive parts and original analysis. One of the biggest weaknesses of the thesis are formal imperfections, such as contents in German language (p.7) or quotations/indication of literature in the text, where it does not comply with norms. Also, conclusion as a separate part of the whole text are missing. My assessment is between 3-4, depending on the defence/presentation of the student and the assessment of the jury.

I do recommend the thesis for defence.

Questions for discussion: What are the obstacles and limits in the further integration in the area of public health policy? Focus particularly on the views and approaches of member states (for instance Sweden Germany or France) What elements of the health policy can be streghtened given the current political setup?
